3.      Introductions

A.                    New Members

   There were 11 new members in attendance.  Welcome to everyone.

B.                    Questionnaire

   A survey was taken regarding meeting times and days.

 

 

 

 

Amy will distribute to all members via e-mail and report the results.

 

 

4.   SERTAC Chair Items

Report by Andrea Winthrop, MD

A.                      State  Budget

   The Governor signed the new state budget Mon., which provides funding for the 9 RTAC’s, RTAC Coordinator’s and Hospital participation.

B.                                                                                                                                                                 Transport and Triage Guidelines

We have met the HRSA Deliverable of having 90% of transporting agencies agree to the T / T Guidelines.

There are, however, a few medical directors who have not yet submitted signed T / T guideline agreements.

WEEPP training will be provided to all EMS providers in our region, however those who do not have signed T / T Guidelines on file, will not be eligible for the $1,400 reimbursement.

C.     Surgeon Participation

Our SERTAC needs active participation from surgeons of hospitals located in our region.  There are currently only 2 surgeons active in our group.

We would like to speak to surgeons at meetings which they commonly attend to inform them of our RTAC

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

We did not receive any response last month to our request for this information.  Your help would be greatly appreciated.

5.   STAC / RTAC Coordinators Meeting

STAC Report by Marianne Peck

A.                      Hospital Site Reviews

   A group will be set up to determine the procedures for conducting site reviews.

 

B. Hospital Designations

   Thank you to Rebecca Long to all her efforts to speak with the “unclassified” hospitals in our region.  It is hoped that those hospitals will reconsider and designate as a Trauma Center.

C.                      Registry – Data Elements

   The registry is still evolving, with Beta testing likely to occur.  Discussions are being held regarding how to implement training.

   Data access by Level III’s and IV’s will be for data from the point of field to the point of transfer.

   The exact amount of information required to be input by Level III’s and IV’s has not yet been finalized.

D.                      Performance Improvement

   Per Sen. Brown, he has requested that the language be finalized in time for him to introduce on Sept. 4th.

RTAC Coordinator Report by Amy McCray

A. RTAC Coordinator Meeting
Held July 13 at Black River Falls

B. START / JumpSTART

   HRSA will fund the cost of providing laminated pocket cards. 

C. EMS Services

   WEEPP Reimbursement will be accompanied by a cover letter which specifies funds are to be used by the services and not the municipalities.

 

 

D. Tagging and Tracking Protocols

     The state’s goal is to move toward a consistent tagging and tracking system.

     The ultimate goal is to be able to answer the question:  “Where is my loved one?”

     Input from all RTAC’s is invited for determining which criteria should be included

E. WEEPP Training

   Train-the-Trainer sessions have been completed in Washington and Ozaukee counties.  Sessions are being scheduled in Aug. and Sept. for all remaining counties.

   A special Thank You to Todd Van Langen and Joe Baasch for their time and efforts to put on the training.

F. Next STAC and RTAC Coordinator Meetings

         STAC – Sept. 7, Madison (No Aug. mtg.)

         RTAC Coordinators - Wed. Aug. 10, Teleconference, 0900.

 

 

6.   RTAC  Coordinator

Report by Amy McCray

A.   Website

   The Executive Council reviewed the proposals at their last meeting and approved Green Web Design, Inc. to be the webmaster for our site.

   The initial draft of the site has been completed.  We will modify from there.

B. Financials

   Expenses for the current year will be presented to the Executive Council following the SERTAC meeting..

7.   Outstanding Items

A. Website - Amy

     Covered above.

B. Laminated Cards - Amy

     Estimate to have the Triage / Transport Guidelines printed and laminated was secured.  The cost for 500 pocket cards and 250 clipboard sized does not exceed $1,000.

C. IL / WI Transport - Andrea

     The IL system of Hospital Trauma Level designation includes Level I, Level II and Participating Trauma Hospitals. There is no level comparable to WI Level III’s and IV’s.

     Transports less than 25 min. will go to IL trauma hospitals.

     Transports 30 min. or more will go to either Closest Hospital (per IL protocol) or can be transported to Kenosha or Walworth County hospitals.

     WI transporting agencies will stay within WI per protocol but can transport to IL hospital per patient request.

D. Triage / Transport Guideline – Milw. Co. - Ronald Pirrallo

     Milw. Co. guidelines:  MVC speeds are 40 mph for both Adult and Peds because otherwise Peds patients and parents are likely to be sent to different hospitals.

 

     This is different than the SERTAC recommended guidelines which indicate 40 mph Adult, 20 mph Peds. in the “Indicators of Possible Trauma” section of Trauma Definition.  It was decided that any conflicts will be addressed through the PI process.

8.   Old / New Discussion Items

A. EMS Transport Guidelines re: Unclassified Hospitals

   EMS providers are to be advised that If a patient meets the Major Trauma definition, they are to follow the protocols, which may indicate bypassing an Unclassified hospital in order to transport the patient to a Classified Trauma Center.

 

   Rebecca believes the two Aurora Unclassified hospitals are reconsidering their designation so this may be a moot topic.

 

 

 

 

 

 

 

 

 

Rebecca will continue discussions with the two hospitals.  She will advise if any further contact by SERTAC representatives is recommended.

 

9.   Committee Reports

A.     Performance Improvement

Report by Steven Andrews, MD.

   1.   Data Evaluation

   They will look at Aggregate data for all 8 counties so that there is no way to identify any individual patient records.  This will replace the map discussed at the previous meeting.

   The trigger for the PI process will be identified.

 

B. Education

Report by Todd VanLangen.

   1.  WEEPP (Wis. EMS Emergency Preparedness Plan)

   Many Train-the-Trainer sessions will be scheduled during Aug. and Sept. 

   Some services do not have DVD so VHS tapes will be made and provided to them.

   Amy is attending county-wide EMS meetings to introduce the RTAC and WEEPP training.

 

 

 

 

Linda Ptack will develop data element criteria and submit data request to the trauma programs at Children’s and Foedtert Hospitals.

Amy has made copies of the DVD presentation for First Responders.
