3.   SERTAC Chair Items

A.                      December Meeting

   The December SERTAC meeting is currently scheduled for 12/27.  Agreement to cancel?

 

B.                                                                                                                                                                 EMSystem

   HRSA has scheduled EMSystem sessions for June 29 (Kenosha) and July 7 (Froedtert).

C. HRSA Region 7 Drills and Exercises

   August 19 – Milwaukee Table Top (SNS)

   October 27 – Waukesha/Milw. Full Scale (IED)

D. Surgeon Participation

Our SERTAC needs active participation from surgeons of hospitals located in our region.  There are currently only 2 surgeons active in our group.

We would like to speak to surgeons at meetings which they commonly attend to inform them of our RTAC and the importance of their participation.

4.   STAC / RTAC Coordinators Meeting

Report by Amy McCray

A.                      Held June 1 at Holiday Inn East, Madison.

B. The Emergency Rule for First Responders
Goes into effect June 6th, with 150 days of comment and hearing on July 27th.

C. Disaster Preparedness Conference

   Sept. 12 - 13th. - Milwaukee

D. EMS Services

   FYI, OJA funds are available.  Contact the County Emergency Mgt. Director for information.

E. State Definition of Major Trauma

     The state definition of Major Trauma activates the EMS Trauma System (field).  The Hospitals define their own guidelines for activating their trauma system response.  If the level of response requires notification of a surgeon, the surgeon must respond, including at Level III facilities.

F. WEEPP Training

   Materials were handed out.  Train-the-Trainer sessions can now be scheduled.

 

   Amy will be contacting EMS providers on a county-wide basis to schedule Train-the-Trainer sessions. Participation will consist of one representative from each EMS provider.  Upon completion of the training, the rep. will go back and provide the training to their agency personnel.

   Deadline for completing WEEPP training has been moved up to Feb. 28, 2006 to allow time for regional exercises to be completed by August 31, 2006.

G. Large scale Regional Exercise

   July meeting: will begin organizing - slated to begin rollout in March 2006.  Completion deadline is August 31, 2006.

5.   RTAC  Coordinator

Report by Amy McCray

A. Welcome to all members, particularly those attending for the first time.

B. Name badges  Please drop off before you leave the meeting.

C.   Hospital Designation

   1..We are aware of two hospitals in our region that will be declaring as “Unclassified”.  We are the only region with any “Unclassified” hospitals. 

 

   (The only other “Unclassified” hospital in the state agreed to reconsider and has classified, recognizing the benefits of participating in the statewide Trauma System i.e., PI, data retrieval, etc).

E.   Website Proposals

   There are two proposals.  They will be reviewed by the Executive committee following this SERTAC meeting.

   Andrea indicated that Children’s Hospital is willing to share Guidelines on the website, however these should not be accessible by the public. The membership agreed that this was a reasonable request.

6.   Outstanding Items

A. How to treat “Unclassified” hospitals

     Two hospitals in our region have designated as “Unclassified”.  By doing so, they have indicated that they do not have the resources to handle major trauma patients.

     For Major Trauma patients, “Unclassified” hospitals would be bypassed in accordance with the protocols identified in the Triage and Transport Guidelines and based on the Guidelines for Trauma Definition.

 

B. Registry Data Elements Timeline and Retrieval

     Data Elements were e-mailed to members prior to the meeting. 

     An informational handout regarding Registry issues was handed out.  Important to note:  There is no purchase price associated with the Registry.  It is web-based for input and retrieval of information.  Rollout for Level I’s is expected in the fall, with Level III’s and IV’s approx. year-end.

 

     Level III’s & IV’s are to input only the information regarding treatment provided prior to transfer - for Major Trauma patients. 

     Each hospital is expected to have access to the information they input.

     As pointed out in the handout, many of these aspects of the registry are goals, and still being worked on in the development stage.

 

C. PI Process

     A handout was provided to the PI Committee containing comments from Marianne Peck.

 

D. Future Action Items

7.   New Items

A. Transportation to / from Illinois hospitals 

   Dr. Bruce Sands from Victory Memorial Hospital in IL initiated discussion regarding transporting and transferring patients between IL and Wis. hospitals.  IL Hospital trauma levels are not determined by ACS guidelines.  A Level III hospital in IL will have a different level of resources than a Level II in WI. 

 

Andrea will look at Criteria for IL and WI and how they correspond.

 

8.   Committee Reports

A.     Medical Oversight

Reported by Andrea Winthrop, MD

   1.   Laminated pocket card.

   One side Def. of Trauma;  other side Triage and Transport Guidelines. Would be a good thing for SERTAC to distribute.

 

 

   2.   Triage / Transport Criteria Milw. Co.

   There is a discrepancy between the Milw. Co. T / T guidelines and the SERTAC adopted, based on the state.  State criteria for MVC is 40mph adults and 20 mph peds.  Milw. Co. uses 40 mph for both.

   3.   Surgical Response Times.

   Andrea is available to answer any questions from surgeons of other hospitals.  Dialog with Level III surgeons is needed.

B. Education

Reported by Todd VanLangen.

   1.  WEEPP (Wis. EMS Emergency Preparedness Plan) training module was handed out at the STAC meeting.  It consists of Pwr. Point presentation (approx. 50 min.) plus Tabletop triage exercise (approx. 1 hour).

   2.  Train-the-Trainers:  Training in Washington and Ozaukee counties have started.  Are going to include First Responder agencies. 

   3.  Deadline for EMS providers to train their personnel has been moved to Feb. 28, 2006.

   4.  Kathy Borst suggested including ED nursing staff in training.  Cmte. agrees.

C.     Performance Improvement and Registry

Reported by: Steve Andrews

   1.  Desire capability to query state for information on various fields.

   2.  Case Review:  will select cases for review on random basis.  Other specific cases will be reviewed upon request via RTAC Coordinator.

   3.  Map:  Hospitals on Region will be identified with name, address, trauma level, including concentric circles detailing distance and response times. 

   4.  Data:  Would like to review 2003 - 2004 data from Children’s Hospital.  Possibly need to hire consultant to complete.
