In section 5d, Registry Software, Ntrack should be NTRACS and Lancet is not compatible with Collector, requiring an interface to be written.

 

Announcement – RTAC Coordinator has been hired.  Her name is Amy McCray.  She is .5 FTE is a Froedtert employee and her background is in Risk Management and she is a certified EMT. She officially starts April 4th.

STAC/RTAC coordinator meeting

Marianne Peck gave update on STAC meeting:

Trauma registry – have begun implementation conference with Website collector.  Beta testing will take place with Am. College of Surgeons Hospitals (Levels 1 & 2).  Discussing how level 3 & 4 hospitals will have access to their own data  If they transfer pt. to Level 1 or 2, those facilities will also be getting data on same patient; trying not to be redundant.  4-6 month window to get everything in place.

PI – language provided to legislature for protection in discussing individual cases.  Should be drafted into a bill soon.

Hospital designation – Only 4 hospitals from Region 3 have been designated.  Majority of hospitals in WI have submitted applications  Some are on Marianne’s desk.  March 14 deadline extended to June 17th, which is absolute latest.  We Will know soon which hospitals are “unclassified”.  Registry info is form hospitals only, not EMS units.

WEEP training curriculum – will be approved soon, so training can start in April

Triage-transport guidelines – On agenda for April STAC meeting.  Has not been a smooth process for other RTAC’s.  STAC meetings are open meetings, run in open forum.  If you want to be on agenda, just call Marianne prior to meeting.

 

Andrea gave update in TRAC Coordinators meeting:

3 training module for WEEP, “Start”, “Jump Start” and a table top exercise.

Potential funding for train the trainers.

Pediatric readiness packets – Most of packets are available electronically.  Call either Susan LaFlash or Tom Brazelton.

EMS Needs assessment – Hard & electronic copies can share aggregate data, not individual service data.  PI & Education Committees and may want to look at it.  Amy, Andrea & Holly will go trough it.

Four hospitals in region 3 to be designated so far are:  Children’s, Froedtert, Oconomowoc, and St. Nicholas in Sheboygan.  We have only 36% compliance with EMS Medical directors signing and sending back triage/transport guidelines.  Those with number “1” next to name on handout have signed.

Andrea led committee through RTAC Objective handout:

WEEP training – 33% of transporting units must have 80% of staff trained by Aug. 31st.  Then another 33% trained by 12/31. If some services have done part of training, they must do rest of curriculum.  Can’t substitute previous training programs.  There is 2 hr. multimedia as part of training.

Medical Oversight – 3 areas of focus

Get EMS services compliant with signing of  transport guidelines.  Discussed difference between 2 documents

List of hospitals – Three Dodge County hospitals In Region 3, but Dodge County hospital  (Beaver Dam & Watertown) are aligned with Madison.  Two hospitals in region 3 received level 3 certificates.   If level; 3 hospitals want guidelines, they have been written and are available form Children’s for peds Froedtert for adult patients

Burn beds- will likely be addressed at state level

Education

Need list of transporting agencies.  When they have list, will start training first 33% among those with career & full-time staff.  Will be difficult to work with volunteers.

Need to know if there will be minimal training requirements.  Some units may have met requirements already.  Some services. Like all of Sheboygan County have completed training very similar to WEEP.  May develop a survey using EMS survey questions to found out what training has been done buy units.

Funds – will they be able to use funds for postage.  What is process for obtaining funding.

Performance Improvement -- Reviewed PI survey, 19 agencies responded.  Discussed need to increase membership of committee by job category and county to do adequate review of PI issues.  RTAC Coordinator will be central contact person.  Need dispatcher, EMS providers, ED MD, form rural areas and Sheboygan, Waukesha &  Washington Counties.  All members currently form Milwaukee County.  Discussed how to review event in anticipation of PI language coming form state.

Registry & Operations -- Concern express re: limited number of hospital and EMS providers at the table.  Need process to make contact with hospitals.  They have to participate.  Says on application, they’ve made commitment, will then contact person listed on application.  Added one more item to list of bullet points for Bill Bazan to communicate to CEOs.  Need to communicate to CEOs, the potential for increased financial reimbursement under UB 92-68x, “trauma alert” charge which is above ED charge. Need to get a demo of website.

Ron Pirrallo will address County EMS units.  Will resend letter with guidelines to EMS services coordinators
