June 2007

Dear Colleague:

The State Expert Panel on Dispatch was formed to make recommendations regarding procedures that should be implemented consistently by 9-1-1 Dispatch Centers across the State of Wisconsin in a mass casualty incident.

When the resources of emergency responders and Dispatch Centers are overwhelmed in a large scale incident, it is critical that all emergency responders, including Dispatch Centers, all follow the same “play book”.

The enclosed policies and procedures are presented to you by your peers, who have served on this State Expert Panel (see Attachment for list of members). These policies and procedures are “not yet cast in stone”. They are being provided to you for comment, so that, with your involvement and recommendations, we can further enhance these template polices and, ultimately, our response to a large scale incident.

These materials are being mailed to you so that you have time to review them and discuss them with your colleagues. These documents are available for download at the NENA website at www.winena.org and also at your local RTAC web site. These template polices will be formally presented at the NENA Conference in October. This will be followed by local RTAC meetings where you will have another opportunity to provide your ideas and suggestions on these template policies and procedures.

It is our hope that you will review these documents and offer your recommendations. You can bring your comments to the NENA Conference, to your regional RTAC meeting or you can email comments to Anne-Marie Gates at gatesac@dhfs.state.wi.us, who will keep a record of your comments for review by the State Expert Panel.

Working and responding together, we will continue to make Wisconsin a safe and healthy state.

Sincerely,

State Expert Panel on Dispatch
